请教一篇文章的理解)(economy)

  Is the Economy More Miserable than it was in the 1970s?

  文章第二段说旧的痛苦指数是这样计算的:
  The misery index combines the inflation rate with the unemployment rate to come.
  第四段说这种计算方法 it isn't the best measure of economic health at all times and misses the point today.
  举deflation为例 现实中deflation是像美联储 那样的经济学家担忧的事情,但是按旧的算法能降低痛苦指数。
  于是麦迪甘的新痛苦指数出台,我查了原文是这么说的:
  “One way to construct a current misery index would add the 12-month change in the jobless rate (to gauge improvement in the labor markets), the percent change in gas prices since the end of 2010, and the inverse of the yearly percent change in home values. That U.S. misery index would stand at 20% now, and up from 8.3% a year ago.” blogs.wsj.com/economics/2011/03/29/where...cans-most-miserable/
  两相比较似乎就是多了房价因素的计算。inverse应该是倒数吧?为啥要用倒数呢?为什么增加了房价因素就能比较准确地考量当前的经济状况(解决deflation的问题)?

  另外看麦迪甘文章页面上那个图,凤凰城的痛苦指数是31.24,高居榜首,麦迪甘也说: Clouds are darkest in sunny Phoenix. graphicsweb.wsj.com/documents/DJFX/pu.ph...aphic=MISERY20110329 到了Stephen Gandel的文章(第五段),为啥说: Phoenix is not the most miserable place, economy-wise, in the nation to live. ??

  关于房价文章还有提及:
  (第六段)At the end of that year(1979), the new misery index would actually stand at -8. So a rating of positively groovy. That's mostly due to the fact that housing prices rose 12 that year. The reading for 1980 would be 13.2%. So now we are talking some economic pain. 房价上升,痛苦指数降低?1980年那个数据是痛苦指数还是房价上升的百分比,怎么突然又用百分号了?"so now"应该是说1980年吧?

  经济学方面我是小白,望各位不吝赐教!
