A cheerless anniversary in a broken country

  In one sense, Tony Blair and George Bush could draw comfort from yesterday's scene in Najaf. There they were, tens of thousands of Iraqis marching peacefully on the fourth anniversary of the day when a crowd in Baghdad toppled the statue of Saddam Hussein.

  The freedom to hold rallies apart, this is a doleful, cheerless anniversary. Even if we accept that the sight of the statue of the Iraqi dictator crashing down was more choreographed than we then realised, the gap between the hopes raised on 9 April 2004 and reality four years on is shocking. It is not simply the sheer number of sectarian killings that numbs the spirit; it is the absence of hope - the lack of any apparent strategy to bring this horror to a close.

  Messrs Bush and Blair disagree, pointing to evidence of a lull in sectarian violence in Baghdad as a result of the so-called "surge" in US forces in Iraq. All decent people, whether they backed or opposed the war, must hope this is true for the sake of the long-suffering Iraqis. But the evidence is inconclusive at best, and tends rather to suggest that this last gasp of US military power in Iraq resembles the frantic buzzing of a dying wasp.

  A massive increase in US troop numbers since 14 February may have calmed parts of the capital, but the overall death toll in Iraq, from car bombs especially, has actually risen. Bombers killed about 1,100 Iraqis in February and about 800 in March - 152 in one bomb alone; figures well up on the average . They have simply shifted to Iraq's northern and western provinces while the Americans concentrate on Baghdad.

  Moreover, US deaths have risen in the same period - up to 53 since 14 February, from 29 in the seven weeks before the start of the surge. This places extra strain on the patience of ordinary Americans, who need persuading that this last throw of the dice is going to deliver the goods: a pacified Iraq from which Americans can withdraw with dignity.

  The failure so far of "operation surge", moreover, goes beyond the question of whether US troops have created a few safe havens; the idea was not simply to halt the shooting but to open up a political space for dialogue between Iraq's Shia, Sunnis and Kurds. Of this there is no sign. The substantive issues of power sharing and autonomy remain deadlocked. Nor is a future agreement at all likely. The Sunnis, in particular, are now so fractured that no political deal, however broad, can hope to draw them together.

  There are depressing echoes in Iraq of France's doomed colonial war in Algeria, which towards its dismal ending featured a similar "surge", the basic premise of which was to flood the country with troops and end the terrifying anarchy in the capital. It, too, created a brief, deceptive lull, but France's perceptive leader, Charles de Gaulle, soon realised deployment of troops on such a scale was unsustainable. He at least was able to negotiate with a single rebel authority before hauling down the flag.

  Four years after Iraq's botched invasion, the British and Americans have no such advantage. On this strange anniversary, we can only reflect - again - on the roll-call of missed opportunities and the prospect of years of involvement with a country that seems broken beyond repair.
  和当年的法国相比,在入侵伊拉克四年后的今天,美英两国没有任何优势可言。在这个陌生的周年纪念日,我们能做的只能是反省,反省那些我们一一失去的机会,展望我们的将来,在这个已经破败的无法修补的国家,而我们将继续数以年计的深陷其中。
